Integral-reserve core of the Ventotene and Santo Stefano MPA, covering the sea around the prison island of Santo Stefano. The founding decree bans all fishing 'with any means whatsoever', all navigation/access/mooring and all diving except authorised scientific or guided activity; spearfishing is separately banned across the whole MPA.
