Spearfishing (underwater fishing with harpoon-guns) is legal in Qatar only with permission from the fisheries authority. Under the Executive Regulations No. 2 of 1985 (Article 21(a)), it is unlawful to use any kind of underwater fishing harpoon-gun without permission from the Fisheries Department. A general fishing/diving licence is required (Article 2).
