Uzbekistan

Asia · Central Asia

Uzbekistan is a doubly landlocked Central Asian country with no sea coastline, so no marine spearfishing exists; the question is freshwater underwater fishing in rivers, lakes and reservoirs. The current legal framework is the Rules for fishing in natural water bodies, approved by Cabinet of Ministers Resolution No. 80 of 09.02.2024 (in force from 11.05.2024). These rules explicitly prohibit 'spearing/piercing fishing gear (gig/острога)' (крючковые орудия лова — острога) along with electric current, explosives and poisons, and only permit amateur fishing with rod-and-line type gear (limited number of hooks). No provision authorizes underwater spearfishing, spearguns or harpoons; spear-type devices fall squarely within the prohibited-gear list. Recreational/amateur line fishing is free for individuals up to 5 kg per day (or one fish heavier than that). Spearfishing as a method is therefore effectively prohibited.

Restrictions

  • Spearing/piercing gear (крючковые/колющие орудия лова — острога, дергун) is explicitly prohibited
  • Electric current (электроток) and electric hooks prohibited
  • Explosives, poisons, chemical, narcotic and biological agents prohibited
  • Nets of all types (cast nets, seines, trawls, stationary trap nets) prohibited for amateurs; unmarked/unregistered nets prohibited
  • Firearms prohibited as fishing gear
  • Hook gear limited to a maximum of 10 hooks with two-sided attachment (more = prohibited 'перемет'); historically max 5 hooks during spawning

Spearguns and harpoons are not separately named in the 2024 rules, but underwater spearfishing relies on spear/piercing devices ('острога'-type gear), which are expressly listed as prohibited fishing gear. No legal provision authorizes underwater hunting. As a doubly landlocked country, Uzbekistan has no marine waters; this concerns freshwater only.

Ce que vous pouvez prélever

Limites de capture et espèces protégées

Quotas journaliers, tailles minimales et espèces qui ne doivent jamais être prélevées.

Limite journalière

5 kg per person per day on public natural water bodies (or one fish heavier than 5 kg); historically up to 10 kg on waters assigned to hunter-angler societies, with an additional amount possible on a paid basis

Catch above the free 5 kg limit requires coordination with the entity assigned to the water body or payment. Specific minimum sizes (промысловая мера) and a protected-species list exist in the regulations and the Red Book of Uzbekistan but were not retrieved verbatim in this pass.

Qui peut pêcher

Visiteurs et résidents

Comment les règles diffèrent pour les visiteurs étrangers et les résidents locaux.

Visiteurs étrangers

Restrictions

  • Spearfishing (spearing gear) is prohibited for everyone, residents and foreigners alike
  • Same gear, seasonal and catch-limit rules apply regardless of nationality

The fishing rules do not draw a distinction between citizens and foreigners; the prohibition on spearing gear and the recreational line-fishing rules apply to all individuals. No foreigner-specific spearfishing regime exists because spearfishing is not a permitted method.

Résidents

No licence required for amateur/sport line fishing within the free 5 kg daily limit on public waters

Exigences

  • Use only permitted gear (rod-and-line type, max 10 hooks); no spearing devices, nets, electric or explosive methods
  • Respect spawning-season closures and reserve/fish-farm exclusions

Avantages

  • Free amateur fishing up to 5 kg per day on public natural water bodies

Membership in hunter-angler societies historically allowed higher per-outing limits on assigned waters.

  • Syr Darya riverriver / seasonal closure

Major transboundary river; subject to total fishing ban during the spawning season (11 March – 31 May). Spearing gear is prohibited year-round under national fishing rules.

  • Natural water bodies of Karakalpakstan and Khorezm regionregional water bodies / seasonal closure

Natural reservoirs and lakes subject to a seasonal fishing ban (26 April – 10 June). Includes the Uzbek part of the (now largely desiccated) Aral Sea within Karakalpakstan.

  • Amateur fishing is permitted on public natural water bodies except in nature reserves (заповедники) and commercial fish-farming waters; spearing devices are prohibited everywhere.

Notes du chercheur

Uzbekistan is doubly landlocked with no sea coastline, so there is no marine spearfishing; this record covers freshwater (rivers, lakes, reservoirs). No statute uses the term 'spearfishing/подводная охота' or 'speargun/гарпун' for fishing. However, the current Fishing Rules (Cabinet of Ministers Resolution No. 80 of 09.02.2024, in force 11.05.2024) and the predecessor 2006 Hunting & Fishing Rules both expressly list spearing/piercing gear (крючковые/колющие орудия лова — острога) among prohibited fishing equipment, alongside nets, electric current, explosives and poisons. Permitted amateur fishing is line-based (rod and hooks, max 10 hooks) up to a free 5 kg/day limit on public waters. On this basis spearfishing as a method is classed 'no' (prohibited). The law_texts entries are verbatim quotations of Uzbek news outlets (uzdaily.uz, kun.uz, spot.uz) rendering Resolution No. 80, plus a secondary OrexCA overview of the pre-2024 rules — they are press/summary renderings of the resolution, NOT scraped from the primary statute, so their instruments and titles flag this and their 'article' fields are 'unknown'. The official lex.uz pages (1004486, 6798028) load the body dynamically and could not be scraped for the full article text in this pass, which is why confidence is set to medium rather than high and exact пункт/article numbers within Resolution No. 80 were not captured. During remediation (2026-06-16) the former law_texts[1] 'electric current/explosives' entry — which had been a constructed paraphrase with inline English glosses (e.g. '(electric current)', '(spear hooks)') and was not genuine verbatim — was replaced with the real verbatim sentence as published by spot.uz ('При ловле рыбы в естественных водоемах запрещено использовать электроток, взрывчатые и ядовитые вещества.'); the OrexCA 2006 entry was likewise re-fetched and replaced with the page's true verbatim passage. A future pass should render lex.uz/ru/docs/6798028 (e.g. via a browser) to capture the precise article numbering and any minimum-size/protected-species lists, which would raise confidence to high.
