  Recreational speargun fishing by free-diving is permitted along Türkiye's sea coasts in daylight, subject to the gear, size, and area restrictions of Circular 6/2, except in the specific closed marine zones listed in MADDE 17 and in inland/fresh waters.

  Daytime only; free-diving only (no scuba/hookah/auxiliary air); no artificial light; marker buoy mandatory; no fishing within 100 m of marine aquaculture cages or 200 m of shore-based farms; no fishing in marked swimming areas (within 200 m of shore) from 1 Apr to 15 Nov.

This is the only item in MADDE 17(1) published with no coordinates and no map, and the position of the dalyan kuzulukları is not published in the instrument, so the zone is carried without a map pin — ask the local il/ilçe müdürlüğü for the exact extent before diving.

• Mediterranean monk seal coastal caves (all Turkish coasts)species sanctuary (categorical, uncoordinated)

  Türkiye-wide categorical prohibition: in the coastal caves inhabited by the Mediterranean monk seal (Monachus monachus) — whether the entrance is underwater or above water — it is forbidden to use a light, to dive by any means, to enter by swimming or by any watercraft, to wait at the cave entrances, to anchor, and to fish. Spearfishing in and at the entrance of any monk-seal cave is therefore prohibited nationwide. The prohibition is stated as a class of place, not a coordinate list: the amateur circular publishes no cave inventory, so this zone is deliberately left uncoordinated. • Underwater cultural-heritage diving-prohibited areas (dalışa yasak sahalar) — Black Sea listarchaeological (categorical, uncoordinated — Black Sea)

  Spearfishing (fishing performed by diving) is prohibited throughout the areas declared closed to diving for the protection of cultural and natural property under Bakanlar Kurulu Kararı 2016/8743 of 5/4/2016 (art. 35 of Law 2863 on the Protection of Cultural and Natural Property), as updated for the Black Sea by Cumhurbaşkanı Kararı 435 of 9/12/2018 and for the Aegean by Cumhurbaşkanı Kararı 2339 of 1/4/2020, 2802 of 27/7/2020 and 5068 of 5/1/2022. The Aegean list runs E1 to E49, and every one of those 49 areas is mapped individually in this record, each with its own pin and with the vertex list that defines it reproduced in the law texts. This umbrella entry carries only the part that is not mapped: the Black Sea list annexed to the same Bakanlar Kurulu Kararı and updated by Cumhurbaşkanı Kararı 435, whose coordinate schedule we have not yet been able to obtain from the Resmî Gazete — so no Black Sea area can be pinned here yet, and a diver on that coast must obtain the current list before entering the water.   Türkiye-wide categorical prohibition: fishing by diving is forbidden in ports (limanlar) and in fishing shelters, sheltering places and haul-out places (balıkçı barınakları, barınma ve çekek yerleri). Spearfishing is therefore prohibited inside every Turkish harbour and fishing-shelter basin, in addition to the individually named port closures listed elsewhere in MADDE 17(1) (e.g. Fethiye Limanı, the Yalova İDO pier). The instrument names a class of facility rather than coordinates, so this zone is deliberately left uncoordinated. • Naval Forbidden Zones (Deniz Askeri Yasak Bölgeleri), all Türkiyemilitary (categorical, uncoordinated)

  Fishing is prohibited in the Naval Forbidden Zones (Deniz Askeri Yasak Bölgeleri) declared under Turkish military-zone legislation; the prohibition covers spearfishing. The zones themselves are declared and mapped by the navy, not by the fisheries circular — their extents are published in the annually updated 'Denizcilere İlanlar Yıllığı' of the Office of Navigation, Hydrography and Oceanography (Seyir, Hidrografi ve Oşinografi Dairesi Başkanlığı) — so this zone is carried uncoordinated and divers must consult the current notices to mariners. The declared block covers about 5.8 km²; its boundary is the vertex list substituted by Cumhurbaşkanı Kararı 5068 of 5/1/2022 into the Aegean coordinate list of Cumhurbaşkanı Kararı 2339 of 1/4/2020 (WGS 84 datum), reproduced verbatim in the law texts on the Türkiye country page — read those vertices before entering the water, because the pin here is only an interior point of the block, chosen in open water. This is a cultural-heritage diving ban, separate from the fisheries place bans of MADDE 17(1).
