Spearfishing in any form and possession of a speargun aboard a vessel or on the beaches are prohibited throughout Djibouti's territorial waters (Decree 85-103/PR/AG, Articles 1 and 2).

Application to the Direction de la Peche using the official forms (annexes 1 and 2 of Arrete 2007-0036), with technical opinion of the Direction de la Peche and payment of fees. Not applicable to spearfishing, which is prohibited.
