Como a pesca submarina é tratada em Sahamalaza-Îles Radama National Park (marine sector, Radama Islands).
Marine and coastal national park (Parc National, 26,035 ha; core of the 153,200 ha Sahamalaza-Iles Radama UNESCO Biosphere Reserve) on the north-west coast, straddling Ambanja District (DIANA) and Analalava District (SOFIA), created by Décret n° 2007-247 of 19 March 2007 and managed by Madagascar National Parks. It protects mangroves, coral reef and seagrass around the Radama Islands (Nosy Berafia, Nosy Valiha, Nosy Antanimora, Nosy Kalakajoro) and Sahamalaza Bay. As a Parc National under the Protected Areas Management Code (Loi n° 2015-005, COAP), hunting and the capture of animals are prohibited throughout the whole extent of the park (Art. 14), sustainable-use rights do not apply over the whole extent of a Parc National (Art. 39), and underwater hunting (chasse sous-marine) without the conforming opinion of the manager and the Ministry is an offence (Art. 55 §21). Spearfishing is therefore not permitted. Coordinate is a point in the park's marine waters around the Radama Islands.

Sport/recreational fishing must be covered by a fishing protocol with the Ministry in charge of Fisheries, and the vessel/boat used must hold a fishing licence (Loi 2015-053 Art. 41-42); conditions set by regulation. In practice, operators/divers obtain a spearfishing permit from the local Fisheries office (often arranged by charter operators).
