Stream mouths in California ocean waters north of Ventura County - 100-yard spear closure

A statewide, place-class closure that no map pin can carry: under 14 CCR 28.90(a) no person may possess or use a spear within 100 yards of the mouth of ANY stream in any ocean waters north of Ventura County. It applies to every creek, river and estuary outlet on roughly 1,100 miles of coast from the Ventura county line to the Oregon border, independently of any MPA, and it bites on mere possession - carrying a loaded or unloaded speargun through the 100-yard circle is the offence, not just shooting. 14 CCR 28.95 imposes the same 100-yard stream-mouth rule on spears, harpoons and bow-and-arrow fishing tackle used for skates, rays and sharks.
