Recreational spearfishing (ψαροτούφεκο / υποβρύχια ερασιτεχνική αλιεία) is legal in Greece for personal recreation only (sale of catch is forbidden), but is tightly regulated by Presidential Decree 373/1985 (as amended). Only freediving with breath-hold is allowed: any form of compressed-air diving apparatus (SCUBA, hookah) is banned, as are pneumatic/explosive-propelled spearguns, underwater lights, nets and night fishing. Spearfishing is prohibited every May, after sunset to sunrise, for persons under 16, and within 200 m of swimmers, harbour works, navigational marks, vessels, anchored ships and marked nets, and in vessel transit lanes and harbour entrances/exits. A daily catch cap of 5 kg per person applies (one single fish above this weight is exempt; only one grouper/Epinephelus per day). A diver-down buoy with a yellow flag bearing a red diagonal stripe and the letters 'Υ.Δ.' is mandatory, and the diver must stay within 50 m of it. No special spearfishing licence is required since the old paper permit system was abolished (Law 4256/2014), but from 10 January 2026 the revised EU Fisheries Control Regulation requires recreational marine fishers (including spearfishers) to register and report daily catches of certain conservation-managed species via the national electronic system. Additional area bans apply inside marine protected areas (e.g. the National Marine Park of Alonissos Northern Sporades core zone) and military zones.

2. Απαγορεύεται στους ερασιτεχνικούς υποβρύχιους ψαράδες: α) Να αφαιρούν αλιεύματα από τα αλιευτικά εργαλεία άλλων ψαράδων. β) Να εξακολουθούν να έχουν οπλισμένα τα εργαλεία, που είναι ειδικά για την υποβρύχια αλιεία, όταν βρίσκονται έξω από το νερό ή στην ξηρά. γ) Να χρησιμοποιούν οποιαδήποτε μορφή καταδυτικής συσκευής παροχής αέρα από σκάφος ή φορητή αυτόνομη καταδυτική συσκευή. Επίσης, απαγορεύεται να υπάρχουν αναπνευστικές συσκευές στα σκάφη και, γενικά, τα πλωτά μέσα που χρησιμοποιούνται από αυτούς. Από την απαγόρευση αυτή εξαιρείται η περίπτωση διεξαγωγής ερευνών και άλλων δραστηριοτήτων, που έχουν σχέση με την αλιεία, για την οποία, ο Υπουργός Γεωργίας μπορεί να εγκρίνει τη χρησιμοποίηση καταδυτικών συσκευών παροχής αέρα για ορισμένο χρονικό διάστημα και συγκεκριμένες θαλάσσιες περιοχές. δ) Να χρησιμοποιούν καμάκι, που η προσωπική του δύναμη να προέρχεται από την εκπυρσοκρότηση εκρηκτικής ύλης ή άλλου χημικού μίγματος. ε) Να χρησιμοποιούν δίχτυα, σε οποιαδήποτε φάση της αλιείας. στ) Να αλιεύουν ψάρια βάρους μικρότερου από 150 γραμμάρια. ζ) Να χρησιμοποιούν υποβρύχιο φώς.

3. Οι ερασιτέχνες υποβρύχιοι ψαράδες, όταν είναι σε κατάδυση, υποχρεούνται να φέρουν έναν επιπλέοντα σημαντήρα (πλαστικό), χρώματος κίτρινου, ο οποίος να φέρει μία σημαία κίτρινη με διαγώνια κόκκινη γραμμή, στην οποία να αναγράφονται τα ψηφία Υ.Δ. (Υποβρύχια Δραστηριότητα) και ο οποίος πρέπει να είναι ορατός με κανονικές συνθήκες από απόσταση 300 τουλάχιστον μέτρων. Εάν ο υποβρύχιος ψαράς συνοδεύεται από πλωτό μέσο, η σημαία αυτή πρέπει να είναι στερεωμένη με εμφανές σημείο πάνω στο μέσο αυτό. 2. Κάθε ερασιτέχνης ψαράς επιτρέπεται να ψαρεύει συνολικά: «α) Μέχρι πέντε (5) κιλά ψάρια ή κεφαλόποδα κατά 24ωρο, εφόσον αλιεύει με οποιοδήποτε από τα επιτρεπόμενα εργαλεία εκτός από δίχτυα ή παραγάδια με τα οποία επιτρέπεται να ψαρεύει μέχρι δέκα (10) κιλά. Εξαιρείται η περίπτωση που ένα ψάρι μόνο του έχει μεγαλύτερο βάρος.» β) Ένα μόνο άτομο του γένους των ροφοειδών (EPINEPHELUS).

3. Απαγορεύεται η ερασιτεχνική αλιεία με την βοήθεια φωτεινών πηγών. Από την απαγόρευση αυτή εξαιρείται μόνον η περίπτωση αλιείας στη θάλασσα με καμάκι χεριού, που επιτρέπεται να ενεργείται με τη βοήθεια ενός λαμπτήρα με διάχυτο φώς (λούξ) χωρίς καταυγαστήρα, έντασης μέχρι 500 κεριά. [...] 6. Απαγορεύεται η ερασιτεχνική αλιεία σπόγγων και κοραλλιών. 7. Απαγορεύεται η πώληση και γενικά η εμπορία αλιευτικών προϊόντων, που προέρχονται από ερασιτεχνική αλιεία.

Καθορίζουμε τους όρους αγκυροβολίας και άσκησης της αλιείας και της υποβρύχιας δραστηριότητας με αναπνευστικές συσκευές, κατ’ εφαρμογήν της παραγράφου 2, του άρθρου 15, του Ν. 3028/2002 «Για την προστασία των Αρχαιοτήτων και εν γένει της Πολιτιστικής Κληρονομιάς», ως ακολούθως: Α. Στους ενάλιους αρχαιολογικούς χώρους οι όροι αγκυροβολίας και άσκησης της αλιείας και της υποβρύχιας δραστηριότητας με αναπνευστικές συσκευές ορίζονται ως εξής: 1. Στους ενάλιους αρχαιολογικούς χώρους επιτρέπονται: α) Μόνον η προσωρινή αγκυροβολία. β) Η υποβρύχια δραστηριότητα με αναπνευστικές συσκευές με αποκλειστικό σκοπό την επιθεώρηση υφάλων πλωτών ναυπηγημάτων και πλοίων, υπό την εποπτεία και της αρμόδιας Λιμενικής Αρχής. γ) Η υποβρύχια δραστηριότητα με αναπνευστικές συσκευές αποκλειστικά για επιστημονικούς σκοπούς, υπό την εποπτεία και της αρμόδιας Λιμενικής Αρχής. δ) Η επαγγελματική αλιεία με τα επιτρεπόμενα αλιευτικά μέσα και μεθόδους. ε) Η οστρακαλιεία κατά περίπτωση και ύστερα από άδεια του ΥΠΠΟ και χωρίς τη χρήση μηχανικών μέσων (τσουγκράνα και αργαλειός). 2. Στους ενάλιους αρχαιολογικούς χώρους δεν επιτρέπονται: α) Η εγκατάσταση μόνιμου αγκυροβολίου. β) Οι εργασίες καθαρισμού υφάλων ή μεγάλης έκτασης επισκευές πλωτών ναυπηγημάτων και πλοίων. γ) Η υποβρύχια δραστηριότητα με αναπνευστικές συσκευές για σκοπούς ψυχαγωγικούς ή εκπαιδευτικούς εκμάθησης καταδύσεων. δ) Η αλιεία με συρόμενα εργαλεία, η οστρακαλιεία με μηχανικά μέσα, η σπογγαλιεία, καθώς και η αλιεία με ψαροντούφεκο. ε) Η εγκατάσταση υδατοκαλλιεργειών. Β. Οι διατάξεις των προηγουμένων παραγράφων ισχύουν και εφαρμόζονται και στους ενάλιους ιστορικούς τόπους.

Άρθρο 2 — Χωρικές και χρονικές απαγορεύσεις. Από την έναρξη ισχύος του παρόντος και για πέντε (5) έτη: α) απαγορεύεται η επαγγελματική και ερασιτεχνική αλιεία με οποιοδήποτε μέσο και εργαλείο κατά τη χρονική περίοδο από 1 Απριλίου έως 31 Μαΐου κάθε έτους, στη θαλάσσια ζώνη περιμετρικά της νήσου Αμοργού μέχρι αποστάσεως ενάμισι (1,5) ναυτικού μιλίου από τις ακτές της, β) απαγορεύεται η επαγγελματική και ερασιτεχνική αλιεία με οποιοδήποτε μέσο και εργαλείο καθ’ όλη τη διάρκεια του έτους στην περιοχή Κατάπολα και στις νησίδες Γραμβούσα και Νικουριά της νήσου Αμοργού, σύμφωνα με το Παράρτημα.   • Underwater lights are prohibited (Art. 3 para. 2g); recreational fishing with light sources is banned generally except a hand harpoon with a diffuse <=500-candle lamp (Art. 1 para. 3)
  • Nets may not be used at any phase of spearfishing (Art. 3 para. 2e)
  • Speargun must be unloaded/unarmed when out of the water or on land (Art. 3 para. 2b)
  • Mandatory floating diver-down buoy (yellow) with a yellow flag bearing a red diagonal stripe and the letters 'Υ.Δ.', visible from at least 300 m; diver must stay within a 50 m radius of it (Art. 3 para. 3)

Spearfishing in Greece is freediving-only; breath-hold required. Commonly reported best practice (and Coast Guard guidance) is to notify the nearest Port Authority before diving.

Only one grouper (Epinephelus) may be taken per person per day (PD 373/1985 Art. 2 para. 2b). The 45 cm grouper minimum and other species minimum sizes follow Greek/EU minimum-landing-size rules. Sale or trade of any recreationally caught fish is prohibited (Art. 1 para. 7). Penalties for violations are severe (reported fines exceeding 3,000 EUR plus confiscation of catch and equipment).

  • The only four areas inside the National Marine Park of Alonissos Northern Sporades where recreational spearfishing IS permitted, de-designated by decision of the park management body under YA YPPOT/GDAPK/ARCH/A1/F43/60806/2748 (FEK 1741B/03-08-2011) as exceptions to the park-wide speargun ban (KYA 23537/2003): (1) the coastline north of Agios Dimitrios beach up to Cape Apythmenos on Alonissos; (2) Milia–Spartines bay and the reef off it, Alonissos; (3) Klima bay on Peristera; (4) the coastline of the Megalos Adelfos islet. All national PD 373/1985 rules (freediving only, May and night closures, buoy, catch limits) still apply. Pin marks Agios Dimitrios beach, the southern end of exception area (1).

  • Greece's first and the Mediterranean's largest marine park, protecting the Mediterranean monk seal (Monachus monachus). The strictly protected core zone (Zone A, centred on Piperi) bars general access and fishing; spearfishing is not permitted in the protected core. Commercial fishing in the wider park is restricted to coastal vessels with nets/longlines/traps.

  • Spearfishing is prohibited within harbour areas, their entrances and exits, anchorages and marine vessel transit lanes, and within 200 m of harbour works, navigational marks, vessels, anchored ships and marked fishing nets (PD 373/1985, Art. 3 para. 1d-e).

  • Designated swimming areasbathing/swimmer safety zone

    Spearfishing is prohibited within 200 m of points where bathers usually swim (PD 373/1985, Art. 3 para. 1d(1)).

  • Natura 2000 marine sites and military zones (general)marine protected area / military zone

    Spearfishing is generally off-limits in Natura 2000 marine protected areas and in military zones; specific boundaries and rules vary and must be checked locally.

  • National Marine Park of Zakynthos in Laganas Bay (southern Zakynthos, Ionian Sea), a protected area established to protect the loggerhead sea turtle (Caretta caretta). Fishing activities are strictly prohibited inside the marine zones (Zones A and B cover the nesting beaches Sekania, Dafni, Gerakas, Kalamaki and Marathonisi islet); a general fishing ban necessarily covers spearfishing. Recreational vessels are restricted (Zone A no boats; Zones B/C max 6 knots).

  • The uninhabited island of Gyaros in the northern Cyclades and its surrounding 3-nautical-mile marine zone are designated as a Natura 2000 site (GR4220033) and, since 2019, a formally managed Marine Protected Area. A Presidential Decree issued on 16 April 2026 permanently codified the protection zones and management rules. Following a brief and damaging opening in summer 2022, the MPA was upgraded to a full no-take zone (NTZ) with all fishing—including recreational spearfishing—banned throughout the protected marine area; the Hellenic Coast Guard enforces the ban with a remote surveillance system (radar, infrared cameras, drones).

  • The Strofades (islands Stamfani and Arpyia), located approximately 50 km south of Zakynthos, form a distinct marine protection zone (Zone Ib) within the National Marine Park of Zakynthos as established by Presidential Decree 906D of 22 December 1999. A 500-metre marine buffer around the islands protects monk seal habitat and seabird colonies; recreational fishing, including spearfishing, is explicitly prohibited in all NMPZ marine zones under the same decree.

  • Amorgos FRA – Nikouria Islet Fisheries Restricted Areafisheries restricted area (presidential decree)

    The marine area around the uninhabited islet of Nikouria, off Agios Pavlos beach on Amorgos (Cyclades), is closed to ALL fishing — professional and recreational, «με οποιοδήποτε μέσο και εργαλείο» (by any means or gear), so spearfishing included — all year round under art. 2(β) of Presidential Decree 73/2025 (ΦΕΚ 148 Α΄, 18 August 2025). The decree’s Annex closes the sea enclosed between the coastline of Amorgos and the islet of Nikouria, delimited by the four points Α 36°51′52.6854″N 25°53′31.0920″E, Β 36°53′13.0452″N 25°53′11.5368″E, Γ 36°52′57.1080″N 25°56′5.7840″E and Δ 36°52′50.6778″N 25°56′13.4190″E; the map pin is the area centroid of those statutory vertices, in the Nikouria–Agios Pavlos channel. The decree entered into force on 18 November 2025, three months after publication (art. 6), and its measures are temporary, running for five years, i.e. to 18 November 2030 (art. 2) — they are not permanent. A separate seasonal closure under art. 2(α) shuts all professional and recreational fishing by any means or gear within 1.5 nautical miles of the whole island from 1 April to 31 May every year. (GPS-tracking enforcement and fines of up to €3,000 are reported by the fisher-led Amorgorama initiative page of the Cyclades Preservation Fund, not stated in the decree.)

  • Amorgos FRA – Katapola Bay Fisheries Restricted Areafisheries restricted area (presidential decree)

    Katapola bay, the main port bay of Amorgos (Cyclades), is closed to ALL fishing — professional and recreational, «με οποιοδήποτε μέσο και εργαλείο» (by any means or gear), so spearfishing included — all year round under art. 2(β) of Presidential Decree 73/2025 (ΦΕΚ 148 Α΄, 18 August 2025). The decree’s Annex delimits the closure as the sea enclosed between the coasts of Amorgos and the straight line joining Α 36°48′54.6762″N 25°50′53.0196″E and Β 36°50′8.7432″N 25°50′21.4044″E; the map pin sits mid-bay on the closed side of that line. The decree entered into force on 18 November 2025, three months after publication (art. 6), and its measures are temporary, running for five years, i.e. to 18 November 2030 (art. 2) — they are not permanent. The decree entered into force on 18 November 2025, three months after publication (art. 6), and its measures are temporary, running for five years, i.e. to 18 November 2030 (art. 2) — they are not permanent.   • Throughout the National Marine Park of Alonissos Northern Sporades — i.e. in BOTH Zone A and Zone B, which covers all waters around Alonissos and Peristera islands, not just the Piperi core — underwater fishing with a speargun is prohibited (KYA 23537/2003, FEK 621D/19-06-2003). The only exceptions are the four de-designated stretches of Zone B4 defined per YA YPPOT/GDAPK/ARCH/A1/F43/60806/2748 (FEK 1741B/03-08-2011); see the corresponding 'designated spearfishing areas' entry. Representative point is placed in open water of Zone B south of Peristera.

  • All recreational fishing (a fortiori spearfishing, which is banned park-wide) is prohibited in the marine zone extending 1.5 nautical miles around Psathoura island, the northernmost island of the Alonissos Northern Sporades National Marine Park (Zone A2/A9 special regulations, KYA 23537/2003, FEK 621D/19-06-2003).

  • All recreational fishing is prohibited within 0.5 nautical miles of the coasts of Gioura (Yioura) island in the Alonissos Northern Sporades National Marine Park; tourist/leisure craft may not even approach within 0.5 n.m. (Zone A3, KYA 23537/2003, FEK 621D/19-06-2003). Spearfishing is additionally banned park-wide.

  • Pavlopetri & Elafonisos underwater archaeological site (Laconia)underwater archaeological site (no-fishing / no-spearfishing)

    The waters around Elafonisos island and the Pavlopetri islet (site of the world's oldest submerged Bronze Age town, Vatika Bay, Laconia) are a declared underwater archaeological site (YA YPPOA/GDAPK/DIPKA/TPKACHMAE/497461/329426/12400/4245, FEK AAP 13/2018). In the Elafonisos site spearfishing, towed gear, mechanical shellfish harvesting and sponge fishing are prohibited; at the Pavlopetri islet fishing of EVERY kind is prohibited (Law 3028/2002).

  • Kassiopi underwater archaeological site (Corfu)underwater archaeological site (no-spearfishing)

    Spearfishing, towed-gear fishing, mechanical shellfish harvesting and sponge fishing are prohibited in the declared underwater archaeological site of Kassiopi on the north-east coast of Corfu (YA YPAITHPA/GDAPK/DIPKA/TACH/F43/96551/25174/5349/4635, FEK 405 AAP/2012).

  • South-west Corfu underwater archaeological siteunderwater archaeological site (no-spearfishing)

    Spearfishing, towed-gear fishing, mechanical shellfish harvesting and sponge fishing are prohibited in the declared underwater archaeological site off the south-west coast of Corfu. The declaring instrument — ΥΑ ΥΠΠΟ/ΓΔΑΠΚ/ΑΡΧ/Α1/Φ43/59538/3993, ΦΕΚ 1726 Β΄/24 November 2003, decision (4), signed in Athens on 3 November 2003 by the Minister of Culture alone — declares the area «προκειμένου να προστατευθεί το εντοπισμένο εκεί ναυάγιο ρωμαϊκών χρόνων» (to protect a located Roman-era wreck) and delimits it on an attached 1:25,000 nautical chart in WGS 84 by the points Α 39°21.480′N 020°05.520′E, Β 39°21.480′N 020°06.580′E, Γ 39°20.870′N 020°06.580′E, Δ 39°20.870′N 020°05.520′E. The map pin (39.35292, 20.10083) is the centroid of that published rectangle — instrument-derived, not a gazetteer point — so it should not be "corrected" later. The ban is also listed on the Corfu Port Authority’s prohibition register, whose rendering of the decision number («ΓΑΑΠΚ») is a register corruption; the gazette reads ΓΔΑΠΚ.

  • Fiskardo underwater archaeological site (Kefalonia)underwater archaeological site (no-spearfishing)

    Spearfishing, towed-gear fishing, mechanical shellfish harvesting and sponge fishing are prohibited in the marine area south of Fiskardo bay, north Kefalonia, declared an underwater archaeological site (Law 3028/2002 Art. 15(2); YA YPPO/GDAPK/ARCH/A1/F43/62772/4285/11-11-2003, FEK 1769B/2003). The declaring decision publishes its own WGS 84 coordinate table, drawn on an attached 1:50,000 nautical chart: Α 38°27.385′Ν 020°34.791′Ε, Β 38°27.385′Ν 020°35.552′Ε, Γ 38°27.095′Ν 020°35.693′Ε, Δ 38°27.095′Ν 020°34.997′Ε. The map pin is the area centroid of those four vertices, about 1.1 km south-east of Fiskardo village in the Kefalonia–Ithaca strait (the village itself is outside the declared area). The ban is also listed on the Kefalonia Port Authority’s prohibition register.

  • Ancient Sami underwater archaeological site (Kefalonia)underwater archaeological site (no-spearfishing)

    Spearfishing, towed-gear fishing, mechanical shellfish harvesting and sponge fishing are prohibited in the marine area of the ancient city of Sami, east Kefalonia, per the map and coordinates of the relevant joint ministerial decision (Law 3028/2002 Art. 15(2); YA YPPO/ARCH/A1/F43/36545/1887/8-8-1994, FEK 647B/1994).

  • Kato Zakros bay underwater archaeological site (Crete)underwater archaeological site (no-spearfishing)

    Year-round ban on spearfishing, towed-gear fishing, mechanical shellfish harvesting, sponge fishing and aquaculture in Kato Zakros bay, east Crete (Minoan palace site; declared underwater archaeological site, FEK 292AAP/23-06-2009; KYA YPPO/GDAPK/ARCH/A1/F41/11228/1865/09-02-04, FEK 336B/2004).

  • Skopelos underwater archaeological bays (Stafylos, Agnontas, Panormos)underwater archaeological site (no-spearfishing)

    Underwater fishing (spearfishing), towed-gear fishing, sponge fishing and mechanical shellfish harvesting are prohibited in the bays of Stafylos, Agnontas and Panormos on the south coast of Skopelos, declared underwater archaeological sites since 1969 (YA 23181/12-09-1969, FEK 653B & 563B/06-10-1969). Pin marks Agnontas, the central of the three bays; Stafylos lies ~3 km east and Panormos ~5 km west.

  • Grotta–Palataki underwater archaeological site (Naxos town)underwater archaeological site (no-spearfishing)

    Spearfishing, towed-gear fishing, unlicensed mechanical shellfish harvesting and sponge fishing are prohibited in the Grotta–Prolimenas–Palataki marine area off Naxos town (submerged prehistoric settlement; Law 3028/2002 Art. 15(2); YA YPPO/ARCH/A1/F.43/52872/2645, FEK 722B/1992).

  • Agia Irini prehistoric settlement marine protection zone (Kea)archaeological marine protection zone (all fishing banned)

    Fishing by any means is prohibited in the 300-metre protection zone outside the wall of the prehistoric settlement of Agia Irini (Vourkari bay, Kea), owing to the presence of an ancient cemetery (YA 3888, FEK 168B/1967).

  • The sea off Methymna/Molyvos on the north coast of Lesvos is a declared underwater archaeological site (site 1 on the Mytilene Port Authority's list). Spearfishing is prohibited there all year round, together with towed-gear fishing, mechanical shellfish harvesting and sponge fishing, under KYA ΦΕΚ 336 Β΄/2004 art. Α§2(δ) as enforced by the Central Port Authority of Mytilene.

  • The Kara Tepe marine area immediately north of Mytilene town is a declared underwater archaeological site (site 4 on the Mytilene Port Authority's list). Year-round ban on spearfishing, towed gear, mechanical shellfish harvesting and sponge fishing under KYA ΦΕΚ 336 Β΄/2004 art. Α§2(δ).

  • Seven named locations inside the Gulf of Kalloni — Mesitziki, Pyrra, Cape Makris, Skamnioudi, Apothika, Cape Agiou Pavlou and Nyfida — are declared underwater archaeological sites (item 6 on the Central Port Authority of Mytilene's prohibition register). Spearfishing is prohibited at those seven locations all year round under KYA ΦΕΚ 336 Β΄/2004 art. Α§2(δ). IMPORTANT: the ban attaches to the seven named places, NOT to the open water of the gulf as a whole; none of the seven is delimited by published coordinates, so this entry carries no map pin. Check locally before diving anywhere in the gulf.

  • Loutropoli Thermis and the marine strip 100 m out from its shoreline are a declared underwater archaeological site (item 7 on the Mytilene Port Authority register). Spearfishing is banned there year-round under KYA ΦΕΚ 336 Β΄/2004 art. Α§2(δ). The declared area is expressly limited to 100 m from the coastline.

  • The marine area of Cape Agios Fokas at the western end of Vatera on the south coast of Lesvos is a declared underwater archaeological site (site 8 on the Mytilene Port Authority's list). Spearfishing is banned there all year under KYA ΦΕΚ 336 Β΄/2004 art. Α§2(δ).

  • The marine area of Sykaminia on the north coast of Lesvos is a declared underwater archaeological site (site 9 on the Mytilene Port Authority's list), with a year-round spearfishing prohibition under KYA ΦΕΚ 336 Β΄/2004 art. Α§2(δ).

  • The sea area of Sigri, Municipality of Western Lesvos, was declared an underwater archaeological site by ministerial decision ΥΠΠΟ/ΓΔΑΠΚ/ΑΡΧ/Α1/Φ43/21652/1487 (ΦΕΚ 1769 Β΄/2003) to protect the underwater antiquities and the waters around the medieval fort. It is site 10 on the Mytilene Port Authority's list; spearfishing is prohibited there year-round under KYA ΦΕΚ 336 Β΄/2004 art. Α§2(δ).

  • The ancient harbour works in the modern port of Apollonas, northern Naxos, were declared and delimited as an underwater archaeological site by ministerial decision ΥΠΑΙΘΠΑ/ΓΔΑΠΚ/ΔΙΠΚΑ/ΤΑΧ/Φ21/86867/20724/4511/4218, published in ΦΕΚ 292 ΑΑΠ/2012. Spearfishing, towed-gear fishing, unlicensed mechanical shellfish harvesting and sponge fishing are prohibited there (N. 3028/2002 art. 15 §2 in combination with KYA ΦΕΚ 336 Β΄/2004).

  • All fishing by any means is prohibited around Cape Kefala (Kavos Kefalas) on the north coast of Kea — the Final Neolithic settlement and cemetery promontory near Otzias — by ministerial decision ΥΠΓ10/ΑΡΧ/Α1/Φ43/12906/709, as listed on the Lavrio Port Authority's prohibition register. Because the ban covers every method, spearfishing is included. The same decision also closes Ormos Agiou Nikolaou and Ormos Treis Ammoudies on Kea.

  • All fishing by any means is prohibited throughout Ormos Agiou Nikolaou, the large north-west bay of Kea that contains the ports of Korissia (Livadi) and Vourkari, under ministerial decision ΥΠΓ10/ΑΡΧ/Α1/Φ43/12906/709 as listed on the Lavrio Port Authority's prohibition register. Because the ban covers every method it includes spearfishing. This is a separate and much wider closure than the 300 m protection zone around the Agia Irini prehistoric settlement, which lies inside the same bay.

  • Spearfishing, towed-gear fishing, mechanical shellfish harvesting, sponge fishing and aquaculture are prohibited in the bays of Spinalonga, Vatheos and Porou at Elounda, Lasithi — the waters over the submerged ancient city of Olous — under KYA ΥΠΠΟ/ΓΔΑΠΚ/ΑΡΧ/Α1/Φ43/46162/3173 of 20-08-2003, as enforced by the Agios Nikolaos Port Authority.

  • The sea around the island of Lefki (Koufonisi) and the islets Strongyli, Makrouli and Trachylos, south-east of Crete, was declared an archaeological site by ministerial decision ΥΠΠΟ/ΓΔΑΠΚ/ΑΡΧ/Α1/Φ41/59500/3975 (ΦΕΚ 1689 Β΄/18-12-2003) to protect the submerged part of the ancient city of Leuke. Spearfishing, towed-gear fishing, mechanical shellfish harvesting, sponge fishing and aquaculture are prohibited all around them.

  • The sea in Kypsa bay at Sani, Kassandra, was declared an underwater archaeological site by ministerial decision ΥΠΠΟ/ΓΔΑΠΚ/ΑΡΧ/Α1/Φ43/63059/4320 (ΦΕΚ 1710 Β΄/2003), which prints the four corner coordinates of the protected rectangle. Spearfishing, towed-gear fishing, mechanical shellfish harvesting and sponge fishing are prohibited there under KYA ΦΕΚ 336 Β΄/2004 art. Α§2(δ).

  • Porto Koufo bay on the Sithonia peninsula — the largest natural harbour in Greece — was declared an underwater archaeological site by ministerial decision ΥΠΠΟ/ΓΔΑΠΚ/ΑΡΧ/Α1/Φ43/63059/4320 (ΦΕΚ 1710 Β΄/2003) with a printed coordinate list. Spearfishing, towed-gear fishing, mechanical shellfish harvesting and sponge fishing are prohibited there under KYA ΦΕΚ 336 Β΄/2004 art. Α§2(δ).

  • Spearfishing is banned all year round across the ENTIRE Thermaikos Gulf — not at one spot. Art. 1(β) of Presidential Decree 68/2009 (ΦΕΚ 90 Α΄, 12 June 2009, in force since 12 December 2009) defines the gulf as the whole body of water between the imaginary line joining Cape Megalo Emvolo with the Kavoura Lighthouse (to the north) and the line joining Cape Kassandra with the Stomio Lighthouse (to the south) — roughly the coasts of Pieria, Imathia, the Thessaloniki/Epanomi shore and western Kassandra. Art. 9 §2(γ), derogating from π.δ. 373/1985, bans recreational spearfishing and harpoon (kamaki) fishing outright, with or without a light; professional spearfishing is excluded as well because art. 2 §1 lists the permitted professional gear exhaustively and does not include the speargun. The Hellenic Coast Guard's own prohibition register states the ban applies to both amateurs and professionals, all year. Still cited as being in force by the Thessaloniki Central Port Authority in ΦΕΚ Β΄ 2760/16-05-2024, a decision of 29 April 2024 that recites π.δ. 68/2009 among its legal bases; no instrument amending or repealing the decree exists in the Government Gazette (re-checked 20 August 2026).

  • The inner Gulf of Thessaloniki — all the water NORTH of the imaginary line joining Cape Megalo Emvolo with the Kavoura Lighthouse, per art. 1(α) of Presidential Decree 68/2009 (ΦΕΚ 90 Α΄) — is covered by the same regime as the Thermaikos Gulf: art. 9 §2(γ) bans recreational spearfishing and harpoon fishing outright, with or without a light, all year; professional spearfishing is excluded by the closed gear list of art. 2 §1. The ban applies to the whole gulf, including the Thessaloniki waterfront, Kalochori, Peraia, Agia Triada and Nea Michaniona shores — not to one spot. Still cited as being in force by the Thessaloniki Central Port Authority in ΦΕΚ Β΄ 2760/16-05-2024, a decision of 29 April 2024 that recites π.δ. 68/2009 among its legal bases; no instrument amending or repealing the decree exists in the Government Gazette (re-checked 20 August 2026).

  • Spearfishing (υποβρύχια αλιεία) is prohibited all year round along the ENTIRE coastal strip of the Saronikos Port Authority's jurisdiction — roughly 35 km of the Athens Riviera, from the eastern edge of the Kifisos river mouth (Palaio Faliro) in the north to the 44th kilometre of the Athens–Sounio road (Anavyssos area) in the south, taking in Alimos, Glyfada, Voula, Vouliagmeni, Varkiza, Lagonisi and Saronida. Decision no. 2141.1-1/3516/2016 of the Saronikos Port Authority (4 October 2016, ΑΔΑ Ψ0ΣΜ4653ΠΩ-ΓΕΝ), issued under ΓΚΛ Σαρωνικού art. 87 §5 and Ν.Δ. 187/73 art. 157; it carries no expiry date and is still listed on the Hellenic Coast Guard's current prohibition register. The single map pin is a locator for a linear closure, not a small local spot.

  • All fishing by any means is prohibited all year round around the islet of Fleves, off Vouliagmeni/Varkiza in the Saronic Gulf, and out to one mile from it. Decision no. 2141.1-1/3517/2016 of the Saronikos Port Authority (4 October 2016, ΑΔΑ ΨΔ3Η4653ΠΩ-3ΔΧ), issued under ΓΚΛ Σαρωνικού art. 87 §5, ΓΚΛ Πειραιά art. 100 and Ν.Δ. 187/73 art. 157. Because the ban covers every method it includes spearfishing; the decision has no expiry date and is still on the Coast Guard's register.

  • Spearfishing (υποβρύχια αλιεία) is prohibited along the Piraeus coastline from the Piraiki peninsula to the eastern edge of the Kifisos river mouth — the whole open shore of Piraeus and the western part of Faliro bay — under decision no. 86/1971 (ΦΕΚ 86 Β΄/1971) read with π.δ. 81/2014, as listed on the Piraeus Central Port Authority's current prohibition register. This stretch abuts the Saronikos Port Authority ban that starts at the same Kifisos river mouth, so between them spearfishing is illegal along the whole Athens coastline from Piraiki south to the 44th km of the Athens–Sounio road.

  • The waters of the Battle of Salamis are a declared underwater archaeological site: Ampelakia bay, Selinia bay, the full length of the coasts of the Kynosoura and Ampelakia peninsulas, and the islets of Agios Georgios and Psyttaleia (ΥΑ Α1/Φ02/16973/665, ΦΕΚ 305 Β΄/1982). Spearfishing, towed-gear fishing, mechanical shellfish harvesting and sponge fishing are prohibited across that whole complex under KYA ΦΕΚ 336 Β΄/2004 art. Α§2(δ). The pin marks the Ampelakia-bay side of the Kynosoura peninsula; the closure covers several kilometres of coast on both sides of the strait.

  • Kenchreai, the submerged eastern harbour of ancient Corinth on the Saronic Gulf, is a declared underwater archaeological site. Spearfishing, towed-gear fishing, mechanical shellfish harvesting and sponge fishing are prohibited in the bay under KYA ΥΠΠΟ/ΓΔΑΠΚ/ΑΡΧ/Α1/Φ41/11228/1865 (ΦΕΚ 336 Β΄/11-2-2004) art. Α§2(δ), as listed by the Corinth Port Authority.

  • The sunken city of ancient Epidauros — the sea from the Valtos locality in Epidauros bay to Verdeleika in the bay of Agios Vlassis at Palaia Epidavros, several kilometres of coast — is a declared underwater archaeological site. Spearfishing, towed-gear fishing, mechanical shellfish harvesting and sponge fishing are prohibited there under KYA ΦΕΚ 336 Β΄/2004 art. Α§2(δ), as listed on the Corinth Port Authority's register.
