Recreational spearfishing (ψαροτούφεκο / υποβρύχια ερασιτεχνική αλιεία) is legal in Greece for personal recreation only (sale of catch is forbidden), but is tightly regulated by Presidential Decree 373/1985 (as amended). Only freediving with breath-hold is allowed: any form of compressed-air diving apparatus (SCUBA, hookah) is banned, as are pneumatic/explosive-propelled spearguns, underwater lights, nets and night fishing. Spearfishing is prohibited every May, after sunset to sunrise, for persons under 16, and within 200 m of swimmers, harbour works, navigational marks, vessels, anchored ships and marked nets, and in vessel transit lanes and harbour entrances/exits. A daily catch cap of 5 kg per person applies (one single fish above this weight is exempt; only one grouper/Epinephelus per day). A diver-down buoy with a yellow flag bearing a red diagonal stripe and the letters 'Υ.Δ.' is mandatory, and the diver must stay within 50 m of it. No special spearfishing licence is required since the old paper permit system was abolished (Law 4256/2014), but from 10 January 2026 the revised EU Fisheries Control Regulation requires recreational marine fishers (including spearfishers) to register and report daily catches of certain conservation-managed species via the national electronic system. Additional area bans apply inside marine protected areas (e.g. the National Marine Park of Alonissos Northern Sporades core zone) and military zones.

Απαγορεύεται στους ερασιτεχνικούς υποβρύχιους ψαράδες: α) Να αφαιρούν αλιεύματα από τα αλιευτικά εργαλεία άλλων ψαράδων. β) Να εξακολουθούν να έχουν οπλισμένα τα εργαλεία, που είναι ειδικά για την υποβρύχια αλιεία, όταν βρίσκονται έξω από το νερό ή στην ξηρά. γ) Να χρησιμοποιούν οποιαδήποτε μορφή καταδυτικής συσκευής παροχής αέρα από σκάφος ή φορητή αυτόνομη καταδυτική συσκευή. Επίσης, απαγορεύεται να υπάρχουν αναπνευστικές συσκευές στα σκάφη και, γενικά, τα πλωτά μέσα που χρησιμοποιούνται από αυτούς. Οι ερασιτέχνες υποβρύχιοι ψαράδες, όταν είναι σε κατάδυση, υποχρεούνται να φέρουν έναν επιπλέοντα σημαντήρα (πλαστικό), χρώματος κίτρινου, ο οποίος να φέρει μία σημαία κίτρινη με διαγώνια κόκκινη γραμμή, στην οποία να αναγράφονται τα ψηφία Υ.Δ. (Υποβρύχια Δραστηριότητα) και ο οποίος πρέπει να είναι ορατός με κανονικές συνθήκες από απόσταση 300 τουλάχιστον μέτρων. 2. Κάθε ερασιτέχνης ψαράς επιτρέπεται να ψαρεύει συνολικά: «α) Μέχρι πέντε (5) κιλά ψάρια ή κεφαλόποδα κατά 24ωρο, εφόσον αλιεύει με οποιοδήποτε από τα επιτρεπόμενα εργαλεία εκτός από δίχτυα ή παραγάδια με τα οποία επιτρέπεται να ψαρεύει μέχρι δέκα (10) κιλά. 3. Απαγορεύεται η ερασιτεχνική αλιεία με την βοήθεια φωτεινών πηγών. Από την απαγόρευση αυτή εξαιρείται μόνον η περίπτωση αλιείας στη θάλασσα με καμάκι χεριού, που επιτρέπεται να ενεργείται με τη βοήθεια ενός λαμπτήρα με διάχυτο φώς (λούξ) χωρίς καταυγαστήρα, έντασης μέχρι 500 κεριά.   • Spearguns whose propulsion comes from detonation of explosive material or a chemical mixture are prohibited (PD 373/1985, Art. 3 para. 2d); only band/elastic-powered (and mechanical) spearguns are allowed
  • Underwater lights are prohibited (Art. 3 para. 2g); recreational fishing with light sources is banned generally except a hand harpoon with a diffuse <=500-candle lamp (Art. 1 para. 3)
  • Nets may not be used at any phase of spearfishing (Art. 3 para. 2e)
  • Speargun must be unloaded/unarmed when out of the water or on land (Art. 3 para. 2b)
  • Mandatory floating diver-down buoy (yellow) with a yellow flag bearing a red diagonal stripe and the letters 'Υ.Δ.', visible from at least 300 m; diver must stay within a 50 m radius of it (Art. 3 para. 3)

Spearfishing in Greece is freediving-only; breath-hold required. Commonly reported best practice (and Coast Guard guidance) is to notify the nearest Port Authority before diving.

Only one grouper (Epinephelus) may be taken per person per day (PD 373/1985 Art. 2 para. 2b). The 45 cm grouper minimum and other species minimum sizes follow Greek/EU minimum-landing-size rules. Sale or trade of any recreationally caught fish is prohibited (Art. 1 para. 7). Penalties for violations are severe (reported fines exceeding 3,000 EUR plus confiscation of catch and equipment).

Tourists and non-residents are subject to the same rules as Greek nationals; no separate foreigner permit exists for spearfishing. The EU 2026 reporting requirement applies regardless of the fisher's nationality.

No dedicated spearfishing licence; subject to the 2026 EU recreational-fishing registration/catch-reporting obligation via the national electronic system.

Áreas permitidas

  • Spearfishing by breath-hold freediving is permitted along most of the Greek coastline and around the islands, subject to the PD 373/1985 distance rules (>=200 m from swimmers, harbour works, vessels, anchored ships and marked nets; not in vessel transit lanes or harbour entrances), the May and night closures, and the diver-down buoy requirement.

    No scuba/air apparatus; no pneumatic/explosive spearguns; min. 200 m from swimmers/harbours/vessels/nets; mandatory yellow buoy with red-striped 'Υ.Δ.' flag; stay within 50 m of buoy; 5 kg/day catch cap; no sale of catch.

  • The only four areas inside the National Marine Park of Alonissos Northern Sporades where recreational spearfishing IS permitted, de-designated by decision of the park management body under YA YPPOT/GDAPK/ARCH/A1/F43/60806/2748 (FEK 1741B/03-08-2011) as exceptions to the park-wide speargun ban (KYA 23537/2003): (1) the coastline north of Agios Dimitrios beach up to Cape Apythmenos on Alonissos; (2) Milia–Spartines bay and the reef off it, Alonissos; (3) Klima bay on Peristera; (4) the coastline of the Megalos Adelfos islet. All national PD 373/1985 rules (freediving only, May and night closures, buoy, catch limits) still apply. Pin marks Agios Dimitrios beach, the southern end of exception area (1).

Áreas prohibidas

  • Greece's first and the Mediterranean's largest marine park, protecting the Mediterranean monk seal (Monachus monachus). The strictly protected core zone (Zone A, centred on Piperi) bars general access and fishing; spearfishing is not permitted in the protected core. Commercial fishing in the wider park is restricted to coastal vessels with nets/longlines/traps.

  • Spearfishing is prohibited within harbour areas, their entrances and exits, anchorages and marine vessel transit lanes, and within 200 m of harbour works, navigational marks, vessels, anchored ships and marked fishing nets (PD 373/1985, Art. 3 para. 1d-e).

  • Designated swimming areasbathing/swimmer safety zone

    Spearfishing is prohibited within 200 m of points where bathers usually swim (PD 373/1985, Art. 3 para. 1d(1)).

  • Natura 2000 marine sites and military zones (general)marine protected area / military zone

    Spearfishing is generally off-limits in Natura 2000 marine protected areas and in military zones; specific boundaries and rules vary and must be checked locally.

  • National Marine Park of Zakynthos in Laganas Bay (southern Zakynthos, Ionian Sea), a protected area established to protect the loggerhead sea turtle (Caretta caretta). Fishing activities are strictly prohibited inside the marine zones (Zones A and B cover the nesting beaches Sekania, Dafni, Gerakas, Kalamaki and Marathonisi islet); a general fishing ban necessarily covers spearfishing. Recreational vessels are restricted (Zone A no boats; Zones B/C max 6 knots).

  • The uninhabited island of Gyaros in the northern Cyclades and its surrounding 3-nautical-mile marine zone are designated as a Natura 2000 site (GR4220033) and, since 2019, a formally managed Marine Protected Area. A Presidential Decree issued on 16 April 2026 permanently codified the protection zones and management rules. Following a brief and damaging opening in summer 2022, the MPA was upgraded to a full no-take zone (NTZ) with all fishing—including recreational spearfishing—banned throughout the protected marine area; the Hellenic Coast Guard enforces the ban with a remote surveillance system (radar, infrared cameras, drones).

  • The Strofades (islands Stamfani and Arpyia), located approximately 50 km south of Zakynthos, form a distinct marine protection zone (Zone Ib) within the National Marine Park of Zakynthos as established by Presidential Decree 906D of 22 December 1999. A 500-metre marine buffer around the islands protects monk seal habitat and seabird colonies; recreational fishing, including spearfishing, is explicitly prohibited in all NMPZ marine zones under the same decree.

  • Amorgos FRA – Nikouria Islet Fisheries Restricted Areafisheries restricted area (presidential decree)

    One of three year-round no-fishing zones established around Amorgos by Presidential Decree No. 73 (Government Gazette No. 148, 18 August 2025), under the fisher-led Amorgorama conservation initiative. The zone covers the marine area around the uninhabited islet of Nikouria, located off the coast of Agios Pavlos beach on Amorgos (Cyclades). All fishing – commercial and recreational, including spearfishing – is permanently prohibited within the zone. A separate seasonal ban (1 April – 31 May annually) also applies within 1.5 nautical miles of the entire Amorgos coastline for all fishing including recreational. The three FRAs are enforced by GPS tracking and fines up to €3,000.

  • Amorgos FRA – Katapola Bay Fisheries Restricted Areafisheries restricted area (presidential decree)

    One of three year-round no-fishing zones established around Amorgos by Presidential Decree No. 73 (Government Gazette No. 148, 18 August 2025), under the fisher-led Amorgorama conservation initiative. The zone covers Katapola bay, the main port bay of Amorgos (Cyclades). All fishing – commercial and recreational, including spearfishing – is permanently prohibited within the designated zone boundaries. The decree was prepared by the Agricultural University of Athens and enforced by GPS tracking; fines up to €3,000 for violations. Fishing restrictions began April 2026.

  • Amorgos FRA – Gramvousa Islet Fisheries Restricted Areafisheries restricted area (presidential decree)

    One of three year-round no-fishing zones established around Amorgos by Presidential Decree No. 73 (Government Gazette No. 148, 18 August 2025), under the fisher-led Amorgorama conservation initiative. The zone covers the waters around the small uninhabited islet of Gramvousa (Gramvoussa) off the south-west tip of Amorgos near Kalotaritissa bay. All fishing – commercial and recreational, including spearfishing – is permanently prohibited within the designated zone. Together with the Nikouria and Katapola zones, these three FRAs form the first fisher-proposed marine conservation reserve in the Cyclades.

  • Throughout the National Marine Park of Alonissos Northern Sporades — i.e. in BOTH Zone A and Zone B, which covers all waters around Alonissos and Peristera islands, not just the Piperi core — underwater fishing with a speargun is prohibited (KYA 23537/2003, FEK 621D/19-06-2003). The only exceptions are the four de-designated stretches of Zone B4 defined per YA YPPOT/GDAPK/ARCH/A1/F43/60806/2748 (FEK 1741B/03-08-2011); see the corresponding 'designated spearfishing areas' entry. Representative point is placed in open water of Zone B south of Peristera.

  • All recreational fishing (a fortiori spearfishing, which is banned park-wide) is prohibited in the marine zone extending 1.5 nautical miles around Psathoura island, the northernmost island of the Alonissos Northern Sporades National Marine Park (Zone A2/A9 special regulations, KYA 23537/2003, FEK 621D/19-06-2003).

  • All recreational fishing is prohibited within 0.5 nautical miles of the coasts of Gioura (Yioura) island in the Alonissos Northern Sporades National Marine Park; tourist/leisure craft may not even approach within 0.5 n.m. (Zone A3, KYA 23537/2003, FEK 621D/19-06-2003). Spearfishing is additionally banned park-wide.

  • Pavlopetri & Elafonisos underwater archaeological site (Laconia)underwater archaeological site (no-fishing / no-spearfishing)

    The waters around Elafonisos island and the Pavlopetri islet (site of the world's oldest submerged Bronze Age town, Vatika Bay, Laconia) are a declared underwater archaeological site (YA YPPOA/GDAPK/DIPKA/TPKACHMAE/497461/329426/12400/4245, FEK AAP 13/2018). In the Elafonisos site spearfishing, towed gear, mechanical shellfish harvesting and sponge fishing are prohibited; at the Pavlopetri islet fishing of EVERY kind is prohibited (Law 3028/2002).

  • Kassiopi underwater archaeological site (Corfu)underwater archaeological site (no-spearfishing)

    Spearfishing, towed-gear fishing, mechanical shellfish harvesting and sponge fishing are prohibited in the declared underwater archaeological site of Kassiopi on the north-east coast of Corfu (YA YPAITHPA/GDAPK/DIPKA/TACH/F43/96551/25174/5349/4635, FEK 405 AAP/2012).

  • South-west Corfu underwater archaeological siteunderwater archaeological site (no-spearfishing)

    Spearfishing, towed-gear fishing, mechanical shellfish harvesting and sponge fishing are prohibited in the declared underwater archaeological site off the south-west coast of Corfu, a rectangle bounded by 39°21.480'N–39°20.870'N and 020°05.520'E–020°06.580'E (YA YPPO/GDAPK/ARCH/A1/F43/59538/3993, FEK 1726B/24-11-2003).

  • Fiskardo underwater archaeological site (Kefalonia)underwater archaeological site (no-spearfishing)

    Spearfishing, towed-gear fishing, mechanical shellfish harvesting and sponge fishing are prohibited in the marine area south of Fiskardo bay, north Kefalonia, declared an underwater archaeological site (Law 3028/2002 Art. 15(2); YA YPPO/GDAPK/ARCH/A1/F43/62772/4285/11-11-2003, FEK 1769B/2003).

  • Ancient Sami underwater archaeological site (Kefalonia)underwater archaeological site (no-spearfishing)

    Spearfishing, towed-gear fishing, mechanical shellfish harvesting and sponge fishing are prohibited in the marine area of the ancient city of Sami, east Kefalonia, per the map and coordinates of the relevant joint ministerial decision (Law 3028/2002 Art. 15(2); YA YPPO/ARCH/A1/F43/36545/1887/8-8-1994, FEK 647B/1994).

  • Kato Zakros bay underwater archaeological site (Crete)underwater archaeological site (no-spearfishing)

    Year-round ban on spearfishing, towed-gear fishing, mechanical shellfish harvesting, sponge fishing and aquaculture in Kato Zakros bay, east Crete (Minoan palace site; declared underwater archaeological site, FEK 292AAP/23-06-2009; KYA YPPO/GDAPK/ARCH/A1/F41/11228/1865/09-02-04, FEK 336B/2004).

  • Skopelos underwater archaeological bays (Stafylos, Agnontas, Panormos)underwater archaeological site (no-spearfishing)

    Underwater fishing (spearfishing), towed-gear fishing, sponge fishing and mechanical shellfish harvesting are prohibited in the bays of Stafylos, Agnontas and Panormos on the south coast of Skopelos, declared underwater archaeological sites since 1969 (YA 23181/12-09-1969, FEK 653B & 563B/06-10-1969).
